Greetings Summoners.

You may have recently noticed a new player behavior system in place known as Chat Restriction. This system is intended to help improve your gaming experience and ensure faster punishments for in-game violations. You can also take a look at the Chat Restriction Article (https://support.leagueoflegends.com/entries/23395906-Restricted-Chat-Mode?locale=1) in the Knowledge Base for a bit more info on specifics, but please keep in mind that the article was written for the older Tribunal version of Chat Restriction.

Here is some information gathered from replies Riot has given in other threads regarding the new system. Hopefully this will answer some questions as to how this feature works.

What is Chat Restriction?
Chat Restriction is actually an improved version of an older system that's been in place for almost a year. It's intended to give players a warning about their behavior while still allowing them to participate in League of Legends.

What Does Chat Restriction Do?
Chat Restriction applies a temporary chat limitation to your account for a set number of games. This means players who are Chat Restricted will only be able to interact with their teams through gameplay, pings, and very limited messaging opportunities.

Why Were Lots of Players Affected All At Once?

It's important to note that yesterday was an anomaly. People who were due bans or suspensions from the Tribunal were issued Chat Bans in the most serious cases and this was from a period of over a month so a whole ton of people got hit at the same time.

This isn't how it will be on a day to day basis.

I was Chat Restricted But I Didn't Do Anything!
Chat Restrictions were individually investigated by Riot Staff (http://forums.euw.leagueoflegends.com/board/showthread.php?p=15888940#15888940). While it is always possible for a very small number of players to slip through (http://forums.euw.leagueoflegends.com/board/showthread.php?p=15879170#15879170), the system takes into account many factors that prevent this.

How Does the System Work?
Similar to Tribunal, Chat Restriction takes into account multiple reports over a series of games. Most players will never be affected (http://forums.euw.leagueoflegends.com/board/showthread.php?p=15901570#15901570), and there are a number of protections in place (http://forums.euw.leagueoflegends.com/board/showthread.php?p=15889205#15889205) that sort out false reports, premade abuse, and other potential issues.

Half of the community got chat restricted. The system is broken
This is not the truth. Only a small minority was affected by this form of punishment. But keep in mind that the accounts that were punished on the day of released would have been the same amount of accounts that would have gotten punished over the course of a couple of months. Since the reports were saved, and the punishment was given based on accumulated amounts, then it does give an impression that more people were punished than there truly was.
Well, 95% of players were not affected by Tribunal bans, and about 95% were not affected by chat restriction experiments so far--clearly, most players are perfectly fine in matches and have no problem staying within bounds.

Everyone that got hit by restricted chat bans recently clearly crossed the line. Whether it was the repeated nature of the language or the severity of the language, something triggered the system way beyond the norm of what your typical "teen" game should have.

People keep reporting me for false reasons because they are toxic themselves
Reports are weighted, and the system in place will determine the value of a report based on several factors. Here's a small description as to how Riot manages to avoid false reports being much of an issue:
To give you brief glimpse into what one experiment is testing, first, we have to understand that the Reporting system is different than the Tribunal system. The Reporting system's sole job is to calculate a player's report accuracy, and a lot of fancy math has gone into the system to make sure that a report is only taken into account when it is accurate. So, if a player is a consistently negative player themselves, their reports might be worth less because the system may consider them a bad judge of others' behaviors. If a player troll reports and gets their 3 friends to troll report, the system will completely toss the reports out. All of the experiments that use reports benefit from the above system to make sure that players aren't able to just abuse someone with random reports.

Because of my chat restriction, I can't communicate with my team and end up losing games
I think many players forget that this isn't a full mute. A lot of studies went into restricted chat design to determine what is the right amount of chat 'resources' to give a player, and if players used their chat resources only for team play, they actually can manage pretty well. The current design forces negative players to consider whether they value teamplay (and winning!) more than being verbally abusive.. and we find that most players opt to use their chat resources for positive communication and end up winning more games than they did before.

Why don't you just ban the players instead?
We actually use restricted chat bans because they are more effective than game bans. We find that game bans nudge a lot of players to create smurf accounts and simply shift their negative behaviors to low levels and overall, that's a worst experience for the community.

Why do I keep getting more games in my chat restriction?
At the time the Tribunal was taken down, if you had what was a relatively poor standing with the Tribunal we would issue you a chat restriction. The worse your standing was, the worse the chat restriction.

Once you've finished all of your chat restrictions, we basically take another look at your account and see where you stand with the would-be Tribunal. If you still have a relatively poor standing with it, we issue more chat-restricted games. What you'll basically see is this: if you never improve, you'll be hit with a lot more chat-restricted games and you'll find yourself always chat-restricted. If you get better, you will see less and less chat-restricted games being issued.

A way to tell if you're improving would be this: You finish your chat-restricted games, get issued 20 games. You finish those, you get issued 17. That would mean in the course of those 20 games, you improved but your standing with the would-be Tribunal is still not very good. You're ever-so-slowly moving in the right direction, though.

I didn't use the chat during my restriction, why did I get more games?
This actually has a proper explanation. Once you are reaching the end of your restriction the system re-evaluates your standing.

If you haven't used the chat at all, you are not providing enough data for the system to determine if you are reformed or not.
In each case, after the chat restriction ends for a player, the system reviews all the games you played recently and tries to determine if you've improved your behavior. If your behavior has gotten worse, you will get even more chat restrictions than what you got in the previous set of restrictions. If your behavior has improved dramatically and you are in neutral or positive standing, you will receive no chat restrictions. If you don't talk at all, it's still better than communicating in a toxic way so you may receive a few chat restrictions until you are in better standing. In fact, many players never talk in League of Legends and just use smart pings to communicate in-game and that's perfectly fine.

If the system is unsure about your current standing (because you never talked in your past sets of games, or you showed both positive and negative patterns of behavior in your games), you'll receive a few more chat restrictions so the system can collect more data.

Chat restriction makes people report me for refusing to communicate, getting me longer punishments
Many players never talk in-game and just use in-game pings, and they aren't banned for Refusing to Communicate. A lot of players think they get banned for Refusing to Communicate, but it's never happened in all my years at Riot.

"Refusing to communicate" simply does not punish players in this form. It's completely fine to be silent in the game.

Riot does not care about accuracy. They ban everyone
Riot does care about this, and does a lot to ensure that people are never falsely restricted for something they did not do. The chat restriction system has so far not shown much inaccuracy:
It's 100% not OK for positive players or neutral players to be affected by the system, and we act immediately when such an incident occurs.

But right now, only 1-2 cases have been overturned since the chat restriction system started handing out penalties.

Can I get a reform card?
Reform cards are a part of the Tribunal, which is currently down for rework. They will be brought back again in the future when the new system is up and running:
The Tribunal does this, and when the feature comes back it'll start doing this again.

It's impossible to get rid of chat restrictions. Everyone just keeps getting more.
Right now, approximately 70% of players don't receive a 2nd set of chat restrictions after their first on ends. Just because you're chat restricted doesn't mean you can't communicate in positive ways.
